Agenliyin şərhində bildirilir ki, Moody's, Azərbaycanı əhatə edən və əlaqəli reytinqləri daxil edə bilən bir qrup emitentin dövri araşdırmasını başa çatdırıb. Açıqlamada xüsusi vurğulanır ki, İcmalda reytinq komitəsi iştirak etməyib və bu nəşr kredit reytinqi tədbiri elan etmir və yaxın gələcəkdə kredit reytinqi fəaliyyətinin olub-olmamasının göstəricisi deyil.
Moody's-in qiyətəndirməsinə görə, Azərbaycanın kredit profili (emitent reytinqi Ba2), ölkənin iqtisadi gücünü ("ba3"), eyni zamanda rifah səviyyəsinin orta olmasını, neft-qazın iqtisadiyyata yüksək təsir imkanını, eləcə də iqtisadiyyatın neft qiymətlərinin dəyişikliklərinə həssaslığını (yəni qiymətlərdən çox asılılığını) əks etdirir.
Agentlik bəyan edir ki. Azərbaycanın dövlət idarəçiliyində və dövlət institutlarında ("b2" səviyyəsi) korrupsiyaya və qanunun aliliyinə nəzarətdə zəif cəhətlər var, şəffaflıq və hesabatlılıq aşağıdır, əvəzində vergi-büdcə və pul kredit siyasətinə etimad tədricən artmaqdadır.
Agentlik dövlətin maliyyə gücünü ("a3" səviyyəsi) də qeyd edir, bu qiymətləndirmə dövlətin xalis kreditor mövqeyi ilə bağlıdır.
Açıqlamada deyilir ki, ölkənin xarici valyutada böyük borclarının olmasına baxmayaraq, suveren aktivlərinin həcmi hökumətin bütün birbaşa borclarını və zəmanətlərini əhatə edir. Singapore, February 15, 2020 -- Moody's Investors Service ("Moody's") reviews all of its ratings periodically in accordance with regulations -- either annually or, in the case of governments and certain EU-based supranational organisations, semi-annually. This periodic review is unrelated to the requirement to specify calendar dates on which EU and certain other sovereign and sub-sovereign rating actions may take place.
Moody's conducts these periodic reviews through portfolio reviews in which Moody's reassesses the appropriateness of each outstanding rating in the context of the relevant principal methodology(ies), recent developments, and a comparison of the financial and operating profile to similarly rated peers. Since 1st January 2019, Moody's issues a press release following each periodic review announcing its completion.
Moody's has now completed the periodic review of a group of issuers that includes Azerbaijan and may include related ratings. The review did not involve a rating committee, and this publication does not announce a credit rating action and is not an indication of whether or not a credit rating action is likely in the near future; credit ratings and/or outlook status cannot be changed in a portfolio review and hence are not impacted by this announcement. The credit profile of Azerbaijan (issuer rating Ba2) reflects the country's "ba3" economic strength, which balances moderate wealth levels against high growth volatility and the economy's significant exposure to hydrocarbons; its "b2" institutions and governance strength that takes into account weaknesses in control of corruption and rule of law, as well as limited voice and accountability, balanced against gradually increasing monetary and fiscal policy credibility and effectiveness from a low base; the government's "a3" fiscal strength underpinned by the country's strong net creditor position, as the size of sovereign wealth assets covers all of the government's direct debt and guarantees, notwithstanding the high share of foreign currency debt; and "ba" susceptibility to event risks driven by geopolitical risk, which relates to a low probability, high impact scenario involving an escalation in tensions with Armenia over the disputed territory of Nagorno-Karabakh to full scale hostilities, as well as domestic political risk, while banking sector risk remains material owing to lingering weakness in the sector.
