The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is pleased to announce a job offer for the position of an advisor for local and national public awareness campaigns for the regional project "Promoting Green Deal Readiness in the Eastern Partnership Countries” (PROGRESS).

Background on project “PROGRESS”
The project ‘Promoting Green Deal Readiness in the Eastern Partnership Countries’ (PROGRESS) is implemented by a consortium led by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and funded by the Federal Ministry for the Environment, Climate Action, Nature Conservation and Nuclear Safety (BMUKN). The duration of the project is 4.5 years (10/2023 –
04/2028).
PROGRESS supports the countries of the Eastern Partnership (EaP) in their transition to climate-oriented, resilient and green economic development. It aims to improve the conditions for the transformation of selected agricultural and related industrial food value chains. The project promotes the introduction of innovative technologies, tools and methodologies that provide a significant impetus for a transition to greater sustainability, climate resilience and long-term GHG mitigation in the region, accompanied by improved enabling framework conditions. Better access to financing options and support for the further improvement of existing financing mechanisms and instruments involving, for example national banks, development banks and public budgets facilitate implementation. Good practices and expertise are fostered via regional exchange and anchored in the institutional structures of the regional and national implementing partners.
The overall project coordination unit is based in Georgia with project representation offices in each of the five partner countries. PROGRESS is implemented through a consortium consisting of GIZ, the Organization for Economic Co-operation and Development (OECD), the Regional Environmental Centre for the Caucasus (REC) in Azerbaijan, Armenia, and Georgia, the European Business Association (EBA) based in Moldova and the Institute for Economics and Forecasting of the National Academy of Sciences of Ukraine (IEF) based in Ukraine. GIZ serves as the Partnership Coordinator for the overall project coordination of PROGRESS.
Responsibilities
The advisor is responsible for
- Revise and update the list of potential advocacy groups, identify suitable local advocacy groups (e.g. associations) for the implementation of awareness-raising campaigns
- Develop, coordinate and organize public awareness activities in close cooperation with PROGRESS consortium partners, national institutions, local advocacy groups, and other relevant stakeholders.
- Design and oversee the implementation of local awareness-raising campaigns with local advocacy groups to promote the benefits of sustainable agro-products and climate-oriented, resilient, the European Green Deal and green economic development.
- Design and oversee the implementation of national awareness-raising campaign in cooperation with relevant national agencies, ensuring alignment with national priorities and policy frameworks.
- Develop and manage public awareness and communication materials, including national and local campaign concepts, key messages, and outreach products, in line with GIZ corporate communication standards and donor visibility requirements.
- Supervise communication experts and service providers engaged in the awareness-raising activities and ensure effective coordination, quality assurance, and timely delivery of their respective outputs.
- Ensure knowledge management, information exchange, and reporting by translating technical project results into accessible public awareness content and regularly informing the project team and on results.
- Elaborating press releases, articles for the PROGRESS website as well social media posts and similar items about all related awareness campaign events in close coordination with the PROGRESS communication expert and GIZ Office Baku. Definition and monitoring of outreach targets, engagement indicators and campaign performance metrics in coordination with M&E expert.
Tasks

The Advisor
- In consultation with the Project Manager of the PROGRESS Azerbaijan Project Team and relevant thematic advisors such as the PROGRESS communication expert, plans, coordinates, and organizes local and national public awareness activities related to sustainable agro-products and
- climate-oriented, resilient, and green economic development.
- Designs and coordinates national and local awareness-raising campaigns in cooperation with relevant national agencies and local advocacy groups.
- Selects and coordinates local partners, advocacy groups, media partners, and service providers involved in awareness-raising activities, and contributes to defining selection criteria and scopes of work in consultation with the Project Manager.
- Implements and monitors public awareness activities in close cooperation with local and national implementation partners, ensuring quality assurance and compliance with GIZ corporate communication, IKI communication guidelines and overall donor visibility requirements.
- Plans and monitors awareness-related activities and expenditures in close cooperation with the Project Manager, ensuring efficient resource use and timely delivery of outputs.
- Represents PROGRESS at public events, including workshops, seminars, conferences, and public meetings at local and national levels, and supports stakeholder dialogue on project-related topics.
- Develops Terms of Reference (ToR) for local and international communication and awareness- raising consultancy services and supports the procurement of related grant or service contracts.
- Contributes to project management, providing data for the Monitoring and Evaluation (M&E) of PROGRESS to the M&E advisor, reporting, and general PR activities, including documentation of results, knowledge management, and regular information exchange with the project management
- team and other advisors.
- Establishes and maintains a structured documentation and archiving system for media monitoring, high-quality photo documentation, participant lists, and shares high-quality visual materials with GIZ Office Baku in a timely manner.
Knowledge management
The advisor
- Develops national public awareness and communication strategies and concepts, including campaign frameworks, key messages based on the existing key messages of PROGRESS, guidelines, toolkits and outreach materials, in close cooperation with consortium partners, national
- agencies, and local advocacy groups.
- Actively contributes to internal relevant technical and thematic working groups (e.g. public awareness, climate communication, sustainable agriculture, green economy), ensuring alignment between technical project results and communication approaches.
- Prepares reports, briefs, presentations, and awareness-related documentation, translating technical project/piloting results into accessible, audience-oriented formats for different target groups.
- Provides structured input to project reporting, including annual and biannual reports to the Commissiong ministry and other reports required by the Programme Director, the Project Manager, particularly on public awareness activities, outreach results, and visibility measures in Azerbaijan.
- Supports research activities and studies by contributing communication-related inputs and ensuring effective knowledge transfer and uptake of project results by target audiences and stakeholders.
- Documents and reports on participation in workshops, seminars, conferences, campaigns, and public events, including summaries of key messages, outreach achieved, and lessons learned.
- Provides data and qualitative information for monitoring and evaluation purposes, including indicators on awareness-raising activities, campaign reach, stakeholder engagement, and contribution to project outcomes.
- Ensures systematic collection and storage of knowledge products and awareness materials to enable institutional memory and sustainability beyond project duration.
- Facilitates internal knowledge exchange between Azerbaijan and other PROGRESS partner countries by sharing lessons learned, campaign approaches and communication tools in regional formats.
- Develops short knowledge products (e.g. success stories, campaign summaries, lessons learned briefs) based on awareness activities for internal dissemination.
- Contributes to the development and refinement of key messages based on implementation experience and stakeholder feedback.
Advising the partner institution(s)
The advisor
- Advises partner institutions (e.g. local advocacy groups, agricultural organizations, municipalities, national agencies) on order clarification, needs assessment, and the development of public awareness concepts, communication strategies, and outreach approaches related to sustainable agro-products, climate-oriented, resilient, and green economic development.
- Coordinates and supports human capacity development measures related to public awareness and communication, including trainings, coaching, and peer-learning activities for partner institutions and implementing organizations.
- Contributes to identifying needs for external communication and advocacy support, supports the development of strategic approaches, and provides input to policy-oriented communication and awareness-raising initiatives in close cooperation with partners.
- Contributes to the coordination process with partners, including joint programme activities and communication-related work at project level, ensuring coherent messaging and alignment with overall project objectives.
Networking and cooperation
The advisor
- Ensures cooperation, regular contact, and structured dialogue with the project consortia partners, partner institutions, local advocacy groups, municipalities, national agencies, media representatives, civil society organizations, and other relevant stakeholders in the project environment, with a particular focus on partners involved in public awareness and outreach activities.
- Facilitates communication of local and national perspectives, interests, and experiences, forwards these within the project framework, and actively promotes the exchange of ideas, good practices, and lessons learned to strengthen public awareness outcomes.
- Contributes to joint project activities and coordination at the EaP level, particularly in relation to public awareness, communication, and visibility initiatives, ensuring coherence with regional approaches and messages.

Required qualifications, competences and experience
Qualifications
- University degree (Master’s level) in a relevant field (e.g. Communication Studies, Public Relations, Journalism, Social or Political Sciences, Environmental Communication, Sustainable Development, Agricultural Economics, Environmental Science, Urban Development or a related discipline).
- Additional training and/or certification in relevant areas (e.g. strategic communication, public awareness and advocacy, climate communication, sustainable agriculture, green economy, stakeholder engagement, value chains, or cooperation with municipalities).
- Demonstrated knowledge and practical experience in public awareness and communication, including campaign design, stakeholder engagement, advocacy, and dissemination of technical or policy-related content to non-technical audiences.
- Good understanding of sustainable agriculture, climate change, nature-based solutions, and green economic development, including the ability to translate technical concepts into clear and accessible public messages.
- Broad knowledge of the Azerbaijani context, particularly the agricultural and/or municipal sector, relevant public institutions, civil society actors, media landscape, and policy environment.
- At least five (5) years of professional experience in a comparable position related to public awareness, communication, advocacy, or outreach.
- Proven working experience with international development cooperation projects, preferably with EU- , GIZ-, or donor-funded programs.
- Preparedness and flexibility for frequent business travel, including to rural and municipal project areas, as required by project activities, and limited international travel.
- Strong team player skills and ability to adapt to changing and dynamic project implementation contexts
- Strong creativity and innovative, out-of-the-box thinking, with the ability to design engaging and impactful awareness-raising approaches.
- Excellent communication, facilitation, and presentation skills, including experience in interacting with diverse stakeholder groups.
- Strong commitment to environmental protection, sustainable livelihoods, gender equality, and social inclusion.
- Very good working knowledge of ICT tools and digital communication technologies, including MS Office, MS Teams, email, and basic digital content tools.
- Very good command of Azerbaijani (academic level, written and spoken) and fluent English (written and spoken); knowledge of German is an asset.
- Willingness to upskill as required by the tasks to be performed, with corresponding capacity development measures agreed with management.
