The SOS Children’s Villages Programme Director (CVPD) leads under the monitoring and guidance of National Office function staff the overall development and implementation of an SOS Children’s Villages Programme (CVP) in response to needs in one or several locations and in line with the vision, mission, values of the organisation. She/he represents the organisation towards governmental and non-governmental stakeholders in the location.
She/he coordinates the CVP activities, ensures high quality and cost-efficient services for children and families from the target group. The CVPD is responsible for the professional implementation of the programme management cycle in the location. She/he leads the managing co-workers within the programme. She/he negotiates with local authorities, advocates for the rights of the target group and involves in professional child welfare networks. As a member of the National Management Team she/he participates in the annual strategic planning of the Member Association.
This position involves working with an INGO committed to children and human rights. The successful candidate will be required to complete safer recruitment checks including police and reference checks to help verify their suitability to work for SOS CV. In addition to candidates’ ability to perform the duties of the post, in the selection process will be also explored the motivation and approach of the candidate to safeguarding
Your tasks and responsibilities:
- Leads the development and implementation of the SOS CVP in line with the SOS Children’s Villages Programme Policy and related international and national SOS policies, strategies, quality standards and guidelines
- Coordinates and ensures cooperation between all areas of work within the CVP
- Regularly reports on CVP activities and progress to ND and relevant National Office functions
- Develops appropriate workforce planning in close cooperation with national HRM and ensures full staffing of the CVP
- Establishes a positive, healthy and safe working environment in accordance with mission, vision, values of the organisation
- Builds and leads an engaged and high performing CVP team
- Recruits, interviews and selects co-workers with proper profile, all according to national recruitment guidelines
- Leads the budgeting process in the location(s)
- Quality Management, Monitoring and Evaluation
- Leads and coordinates cooperation, partnership building, and networking efforts of the CVP with local and national authorities and other external stakeholders
- Represents together with managing CVP staff the organisation at relevant local networks, forums, platforms, campaigns, working groups and advocates on behalf of the organisation for the promotion of child rights, especially related to children from the target group
Child safeguarding (CS)
- Responsible for implementation and management of SOS Child Protection Policy in National Association and for reporting to the national Board
- Responsible for leading the CS team at national level
- Ensures that co-workers and programmes do no cause harm to children and young people and that they are not exposed to the risk of harm and abuse
- Responsible to report any concerns the organisation has about children’s safety in its programmes and within the communities to the appropriate authorities
- Ensures that co-workers act within national law, Child Protection Policy, Code of Conduct and other child safeguarding requirements
- Makes sure that child safety is not compromised by activities in the area of fundraising or donor relations. All partners/donors are informed of CS approach and are asked to respect it
- Responsible to commission internal investigations upon need
- Takes decision to close all incidents managed by national CS team
PRrevention and protection against sexual harassment, exploitation and abuse (Phase-adult safeguarding)
- Follows the Prevention and protection against sexual harrassment, exploitation and abuse policy and reporting and responding procedures
- Committee leader on PSHE-Adult Safeguarding
Your profile:
- Higher degree in social sciences, public administration, business administration, economics, law;
- Minimum 3 years (preferably 5 years) of management experience in social welfare field, preferably within the NGO or public sphere in the sector of child and youth welfare;
- At least 3 years’ experience in directly managing people;
- Good skills in programme management, monitoring and evaluation;
- Good knowledge of standards, legal issues, developments in the social welfare field in particularly child and youth welfare. Good knowledge of children’s rights;
- Strong negotiation, communication and networking skills;
- Good financial skills, budget management and organizational skills;
- Good understanding and skills in human resource development (HRD), performance management;
- Leadership skills: able to build effective teams, motivate high performance, and generate commitment to the programme goal;
- Basic knowledge in fund development, particularly in public funding;
- Good command of English
- Hands-on computer software skills (MS Word, MS Excel, MS Power Point etc.)
- Readiness to travel nationally and internationally as required
Working conditions:
- Full time employment contract - 5 days working week, from 09:00 till 18:00;
- City: Baku, Str. Sadigjan 27 a (orientation H. Aslanov m/s);
- Gross monthly salary 1700-1850 AZN;
- Registration of employees according to the labor legislation of the Republic of Azerbaijan.
