Key Responsibilities:
Supplier Relationship Management:
- Identify and evaluate suppliers in the oil and gas industry.
- Negotiate contracts and agreements with suppliers to secure favorable terms.
- Monitor and manage ongoing relationships with key suppliers.
Strategic Procurement Planning:
- Collaborate with project teams and engineering departments to understand procurement needs.
- Develop and implement procurement strategies aligned with project timelines and budget constraints.
- Conduct market analysis to identify potential risks and opportunities.
Tendering and Contracting:
- Prepare and issue tender documents for procurement bids.
- Evaluate and compare supplier proposals, considering technical and commercial aspects.
- Negotiate and finalize contracts, ensuring compliance with industry standards and regulations.
Cost Management:
- Analyze and control procurement costs to ensure adherence to project budgets.
- Implement cost-saving initiatives without compromising safety and quality standards.
Quality and Compliance:
- Ensure that procured materials and services meet industry standards and project specifications.
- Monitor and enforce compliance with safety, environmental, and regulatory requirements.
Risk Assessment and Mitigation:
- Identify and assess potential risks in the supply chain.
- Develop and implement risk mitigation strategies to address procurement-related challenges.
Logistics and Supply Chain Coordination:
- Coordinate with logistics teams to ensure timely and efficient delivery of materials.
- Monitor inventory levels and optimize stock levels to support project timelines.
Documentation and Reporting:
- Maintain accurate procurement records and documentation.
- Generate regular reports on procurement activities, costs, and performance.
Requirements and Skills:
- Higher education in Business, Supply Chain Management, Engineering, or any related field.
- Confirmed work experience in procurement within the oil and gas industry.
- In-depth knowledge of procurement processes in the oil and gas sector, regulations, and industry standards.
- Strong negotiation skills and the ability to work with technical specifications.
- Experience with project management principles in the oil and gas sector.
- Understanding of safety, environmental, and regulatory requirements.
- Excellent communication and interpersonal skills.
- Proficiency in using software and tools for procurement.
- Excellent command of both Russian and English languages, both verbally and in writing.
Salary: Ranging from 1200 to 1500 AZN per month, depending on skills and experience.
