The Embassy of Brazil in Baku informs interested parties, through the Selection Committee appointed by the Chargé d’Affaires a.i. of Brazil in Azerbaijan, that it will conduct a selection process for the hiring of one local assistant, with no link to the Brazilian public administration and whose contract will be governed entirely by Azerbaijani labor law, to perform the function of Foreign Trade & Investment Technical Assistant at the Embassy of Brazil in Baku, under the terms of the present Notice.
Definition of Functions and Conditions of Employment:
- Foreign Trade & Investment Technical Assistant is an employee with university degree hired locally to provide technical, administrative and support services to the Foreign Trade & Investment Section of the Embassy of Brazil, on a full-time basis, with an employment relationship fully governed by Azerbaijani labor legislation. No formal link with the Brazilian public administration will exist. This selection process is not hiring for a public governmental position, and the position of Foreign Trade & Investment Technical Assistant is not a public position or function, nor is it equivalent or bears any relationship to a government administration position or function.
Workload and salary:
- The Foreign Trade & Investment Technical Assistant position requires exclusive dedication. The Foreign Trade & Investment Technical Assistant will work 40 hours per week, with working hours to be determined. The regular working hours of the Embassy of Brazil in Baku are from Monday to Friday from 9 am to 6 pm. However, the Foreign Trade & Investment Technical Assistant may be called upon to perform duties on other days or at other times, always within the legal limit.
- The gross salary of the Foreign Trade & Investment Technical Assistant will be AZN 2.196,82 per month.
Functions:
The Foreign Trade & Investment Technical Assistant shall perform administrative, technical and support functions, as instructed by the Head of the Embassy and the Head of the Foreign Trade & Investment Section, such as: content production; market studies and research; identification of potential partners to Brazilian companies in the Azerbaijani market; monitoring of the Azerbaijani press in English and Azerbaijani languages; writing and organizing documents and communiqués, in English and Azerbaijani; translation and review of documents (Azerbaijani-English and English-Azerbaijani); processing, controlling and filing of physical and electronic correspondence; research, analysis and updating of databases, including, but not limited to, local database with relevant contact details of state and private business organizations; creation and update of texts in Word, Excel spreadsheets, PowerPoint presentations and other systems, such as the Foreign Trade and Investment Guide "Invest & Export Brasil” and documents about Brazilian products and companies; assisting Brazilian companies to export to Azerbaijan and Azerbaijani companies to invest in Brazil; organization of trade promotion events, such as trade missions, visits, seminars and conferences, round-tables, exhibitions and press conferences; organization and preparation of briefings on investment opportunities in Brazil; reception of suppliers, visitors and officials; contacts with companies, business associations and government agencies; price quotations and research; receipt of materials and services; and other functions to be determined related to commercial promotion and investment attraction.
Application Requirements:
- To apply, candidates must satisfy the conditions set forth below:
- Be an Azerbaijani citizen or hold regular migratory status in the Republic of Azerbaijan, which allows the exercise of a remunerated activity in the country;
- Be registered with the Azerbaijani social security system;
- Be at least eighteen (18) years of age and hold at least a university degree in International Trade, Law, International Relations, Economics, or strictly related areas.
- Have a fluent command of Azerbaijani and English;
- Have an excellent command of computer tools and programs: Internet browsers, FTP, Microsoft Word, Excel, Outlook, and PowerPoint; file transference; PDF file editing programs; Zoom and Skype; among others.
- Not hold any public office, employment or function in Brazil;
- In the case of Brazilian candidates: be up to date with their obligations with the Brazilian Electoral Justice;
- In the case of Brazilian males: be up to date with the Brazilian military service.

- detailed curriculum vitae;
- copy of identity document;
- copy of university graduation certificate(s) in International Trade, Law, International Relations, Economics, or strictly related areas;
- copy of certificate of specialization, if any, in International Trade, Economics, or strictly related areas;
- recommendation letter(s) from previous employer(s), if any;
- in the case of non-Azerbaijanis, a document proving the regular status of residence in Azerbaijan that allows them to exercise a paid professional activity, issued by the State Migration Service (with proof of registration in the Azerbaijani social security system);
- negative certificate of criminal record valid, issued no more than 3 months before the date of submission of the documentation;
- 3x4 cm format photograph, with even lighting on the face, no glasses, and white background.
- certificate of registration on the Azerbaijani social insurance system (or a signed declaration that the applicant meets the necessary requirements to be enrolled in the social security system of the Republic of Azerbaijan, if he/she does not have previous work experience).
- For Brazilian candidates, also:
- statement of awareness that this job is not related to any government job or function governed by the Brazilian legal system (contained in the application form);
- valid Brazilian passport;
- voting Compliance Record (http://www.tse.jus.br);
- compliance with military service by providing record of enrolment in, or discharge from military service for Brazilian male applicants up to the age of 45 (Decree 1570, Art. VII, §2).
- Candidates approved and invited to occupy the vacancy announced by this Notice must submit the original version of all documents mentioned in item 5.2 and, additionally, the following documents:
- Certificate (in Portuguese or in English) proving physical and mental fitness, issued by an official institution or doctor; and
- Declaration (in Portuguese or in English) that the applicant is not a public servant, active or inactive, in the federal, state and municipal levels in Brazil.
- Applications received by 6 February 2024 will be considered valid.
Selection Process:
- Preliminary phase: this will consist of verification, considering the documents submitted with the application of the candidate’s eligibility for the job for which they are applying. All candidates whose mandatory documents listed in item 5.2 of this Notice are received through the informed email by the aforementioned date will be summoned to the first phase. A list of candidates called to participate in the first phase will be published by February 9, 2024.
- First phase – Written test: a written test will be administered in person to assess knowledge of the English and Azerbaijani languages; of text interpretation; of official writing; and of specific knowledge. The first phase of the selection process will be held on February 12, 2024, at 15h00, at the Embassy of Brazil (62 Uzeyir Hajibeyov Building). Candidates who obtain a minimum score of seventy percent of the maximum mark will be admitted to the next phase. The results of the first phase will be published, preferably, by February 16, 2024. Candidates may, if they wish, request access to the correction of the exam papers and lodge an appeal by February 20, 2022.
- Second phase – Computer skills test: the second phase will assess knowledge of the computer and Internet tools described in item 4.1.e. Candidates who obtain a minimum score of seventy percent of the maximum mark will be admitted to the next phase. The second phase of the selection process will be held on February 21, 2024, at 15h00, at the Embassy of Brazil (62 Uzeyir Hajibeyov Building). The results of the first phase will be published, preferably, by February 22, 2024. Candidates may, if they wish, request access to the correction of the exam papers and lodge an appeal by February 26, 2022.
- Third phase – Oral test and interview: The third phase of the selection process will consist of an oral examination and interview, to be held on February 27, 2024 – with the time to be communicated directly to those who passed the second phase. The results of the third phase will be published on the website https://www.gov.br/mre/pt-br/embaixada-baku, preferably by February 28, 2024.
- In case two or more candidates have the same results, the candidate with better knowledge in the Portuguese language will be selected.
Validity Period of the Selection Process:
- This selection process will be valid for 12 months as of the date of the announcement of the final result. Candidates considered suitable may be employed when there is a vacancy in the job category they applied for, within the referenced validity period.
Hiring:
- The hiring of the approved candidate will be conditional on presentation of the original documentation mentioned in items 5.2 and 5.3 of this Notice.
Probationary period and duration of contract:
- Once the employment contract is signed, the contractor will be subject to a probationary period of 3 (three) months. The duration of the contract will be one year, extendable upon interest of both parties.
General Provisions:
