Context: Assisted Voluntary Return and Reintegration (AVRR) is one of the core areas of IOM expertise and a field in which the organization has over 40 years of experience. As a core activity of IOM, AVRR activities provide vital assistance to thousands of migrants returning home every year. Building on the experience and a worldwide network of offices and partners, IOM's AVRR programmes promote international dialogue and cooperation on migration management issues among host countries and countries of origin. IOM's assistance may include counselling of voluntary returnees, acquisition of travel documents, provision of medical or other escorts, departure, transit, and arrival assistance, as well as delivery of reintegration support.
Under the overall supervision of the Chief of Mission, direct supervision of the Senior Programme Assistant, the successful candidate will assist in the implementation of "Assisted Voluntary Return and Reintegration" projects.
Responsibilities and accountabilities:
- Provide clerical assistance in operational return and reintegration for individual returnees on a case-by-case basis upon the request of sending missions. Services include:
- Process Assisted Voluntary Return and Reintegration (AVRR) cases, including registering incoming cases, and maintaining systematic follow-up with IOM overseas missions and relevant stakeholders.
- Offer general counselling to returnees on establishing income-generating activities or obtaining housing-related assistance through email, phone, and in-person consultations at the IOM office.
- Assist in developing reintegration plans by collecting quotations, and invoices, creating online purchase requests (PRs), and ensuring the requisitions are processed efficiently.
- Prepare relevant documentation and disburse cash assistance to returnees in accordance with the donor's procedures and payment schedule.
- Monitor the reintegration process, providing reintegration and medical support to returnees in close coordination with caseworkers from the sending missions. Ensure timely preparation and submission of related documents and reports as per the donors' requirements.
- Conduct on-site and/or phone monitoring visits following the delivery of assistance.
- Provide return-related information upon request from IOM missions, respond to inquiries from authorities/overseas missions, and address queries from AVRR beneficiaries regarding regular migration and return matters.
- Address ZIRF counselling inquiries and requests for pre-departure medical or reintegration-related assistance.
- Update and prepare Country Fact Sheets and Reintegration Support Info Sheets.
- Assist in the development and maintenance of a comprehensive database, ensuring regular updates to the mission's return and reintegration databases.
- Support collecting relevant data and information for designing and developing new project initiatives, collaborating closely with the supervisor.
- Carry out assigned administrative tasks necessary for the smooth operation of the AVRR Unit.
- Assist in the preparation of return-related documents, such as reports, letters, meeting minutes, activity updates, etc.
- Provide support in informal translation and document editing as required.
- Undertake duty travel as required.
- Perform other assigned duties as necessary.
Education required:
- Completed secondary/high school education with at least two years of relevant work experience in the area of project implementation and reporting or;
- University degree in Social Science and Economics from an accredited academic institution with one-year relevant work experience in the above fields.
Experience required:
- Experience at an international level with specialized international agencies UN Agencies, International Organizations, and International specialized NGOs) is desired;
- Good knowledge of UN, IOM, International Organizations and NGO mandates and programmes in the area of migrants' rights in humanitarian assistance;
- Experience liaising with governmental and diplomatic authorities and other national/international institutions.
Skills required:
- Excellent computer skills, high proficiency in using office software packages (MS Word, Excel, etc.), and knowledge of spreadsheet and data analysis are an added advantage.
- Excellent communication and representative skills (written, oral, cross-cultural) and ability to work in a team setting.
- Ability to multitask and deal with stressful situations and ability to adapt within the working
- environment.
- Excellent organization skills, time management, analytical and problem-solving;-
- Ability to work efficiently and accurately with a keen attention to detail.
Languages:
- Fluency in Azerbaijani and English is required. Russian (intermediate) is an advantage.
